Scribes were also important to the government. Pharaohs were considered a god, so Egypt had a theocracy. The wives of the pharaohs were second most powerful. To help the government, citizens had to pay taxes. They had laws and statutes. Pharaohs were the rules of the Egyptian theocracy. The pharaoh was also the supreme leader of the religion.
